too big ping

    Hello.
    My configuration maxplayers=26
    When i have 24 players ping is low, about 66-130.
    But when i have 26 players ping is 400 and more.
    Anyone can tell me what i have wrong?
    I want more players on server. (40 ? )
    My server work on windows 7 64bit.
    Intel Xeon CPU X3220 @ 2.40GHz (4 core)
    8GB ram
    Internet (tested when on my server are 20 players)

    process KAG.EXE use 120 B/s , when server is with 20 players,
    Any ideas?

    only this is bad ?
    How much upload i need for 40 players?

    P.S my friend have PC with 10MB/s upload, but he dont have private IP (NAT or something)
    Its possible to make server on his PC ? without any program like Hamachi ?

    When KAG server is off i have 2Mb/s UPLOAD.
    SO its 250 KB/s ?
