    Lame. Chuck Norris jokes are so 2000 and they still weren't even good back then.

    Anyways, if you mean best Competitively, there really isn't one (except for moody Bidoof) although you could make the case that Kyogre is one of the best simply cause how powerful rain is. Sure there are obvious counters to it, but that doesn't stop Kyogre from being damn powerful.

    Otherwise if by best you mean favorite, my personal favorite would be Gardevoir.
