    I'll probably only make a new texture pack if the game adds at least some amount of official support for them (And if it does add a folder for them, I suggest also supplying a "Base Pack" that includes all the textures that are used in the game so pack creators don't need to shuffle through all the folders and delete scripts in their pack.), and if higher resolution sprites become possible. I can do decent pixel art but my native drawing styles require at least 64x tiles instead of 8x.
