    Or how to set so game starts when there is only 1 or more players in each team??

    Some gamemodes scripts of the modding section will help you adding bots in game http://kagforum.com/index.php?forums/gamemodes/
    BUT
    If your problem is that you just want to begin a game with only 1 person or more in each team, you can try to go in Base/Rules/"Gamemode you want to change"/gamemode.cfg => When you are into, change the line minimum_players_inteam = 2 to =1
