[2020] Catapult can be shot under minimum power

    Description: Catapults can launch their payload under the minimum power limit by exiting the gunner seat.

    The real problem occurs when the catapult starts to wind up the next shot while its' "arm" is pulling back. This is almost inevitable when using the catapult by holding down LMB until the catapult automatically shoots at maximum power, and can result in accidental griefing if the catapult is loaded with stone and friendly structures are nearby. The pull-back animation has to finish in order for this to happen, therefore it can also be avoided by exiting the gunner seat before the animation ends.

    The same issue doesn't seem to affect ballistae.

    Steps to reproduce:

    1. Quickly tap LMB in the gunner seat of a catapult without triggering it to launch.
    2. Exit the catapult.

    ([3rd shot]: the catapult passes the minimum power limit after tapping LMB repeatedly)
    ([4th shot]: the catapult is fired under minimal power by tapping LMB once and exiting the vehicle)
