    You'll have to run a modded server. It's not easily doable the way it's setup, but you can do it by using the challenge gamemode core, then adding maps/scripts that add all the ctf/tdm core scripts in the correct order. It'll likely crash horribly though afaik.

    Why not add simple script that changes game mode through rcon? Wouldn't that work?
