I think videos are really what's needed to do anything big about a hacker. My favorite for taking in-game videos is Fraps, so try that out when you're kagging.

Yeah you need a video for proof.
Also in the screen shot it just shows someone being blown up by bomb, not speedhacking.

Yeah, sounds like flyhack. Need video evidence before anything is done though, even if they aren't premium.
