Try checking if the ports show as open with this. http://www.yougetsignal.com/tools/open-ports/
Are you sure your local ip is 192.168.1.4?
Open Command Prompt and type in ipconfig and look for a 192.168.1.X

Did you make the Protocol both TCP/UDP?

In that case, you probably have a dynamic IP address, which is an utter pain to host servers with.
I suggest setting up a static ip address, instead. (Fixed IP address)

I know this is solved but I have 2 things to say.

1.- PLEASE make you signature less obnoxious, please.
2.- If it ever becomes too much of a problem or you buy yet another router, you can always directly connect from your modem to your pc.
