irc chat thing not in esc menu (win 8)

    so i read that there was a irc chat thing in the esc menu of gameplay you can use to call a guard to the server your in but when i hit esc theres no irc/chat or anyhting like that, just vote,ignore player,servers,settings, and quit to menu. is it not supported in windows 8 yet or is it wat?

    I don't have the irc/chat thing in my escape menu either, and I have windows 7 home premium.
