Map Changed, Game Won't Start?

    I host a high population free server. However, I appear to have encountered an odd bug.

    There's 32 players on our server, however, when the map changes, the server is stuck in build mode because it doesn't think there are 2 players per team. Does anyone know how we can fix this short of a restart?
