Server Admin pop up message

    It would be great to have a command that pops up a large message on screen say in the top middle with an admin like sound (like flag capture, but different).

    Something like
    /announce Server will be restarting in 30 minutes

    I know there is /msg but chat is small and sometimes I don't read it for an entire game.
