Unable to Make Barracks

    Description: Attempts to make barracks while there are a large number of barracks will fail (unsure if this is deliberate or not).
    Steps to reproduce: Make a ton of barracks at a workbench, at some point attempts to make more will lead too you getting stuck for a few seconds, and then resuming normal activity (no barracks is made and you keep the resources).
