It depends.
You run a kag server on physical hardware - some people do this on their own computer at home, some people do this on a server they rent.
You don't have to pay us anything to run a kag server, but you do have to have a machine to run it on - and post people are paying for that, yes.

I have a toshiba with Windows 7 will that do?

I'm not sure, it'd require specs to work that out, and I'm not much of an expert on the server requirements anyway.
I would guess that you'd not be able to support many players at once though.

Hmm I'll try 8 players first.
