    Darkmoor is a kingdom in a book series by Raymod E. Feist. Assuming you haven't read those books I'll say Whiterun over Riften. Wizards over Assassins.

    Darkmoor is near whiterun. Its a keep and town thats run down I believe. Also knows as fort Greymoor (I think)
