Seriously though @norill is going to(/has?) opened a discussion about this and potential solutions. I look forward to finding a solution that suits everyone, not sure that one exists though.
Vote skip and surrender are more or less equivalent, there's just fewer players able to vote for a surrender. Vote kick is liable for "i dont like this guy, buddies remove him" votes if 2v0 passes (due to nonparticipation).
My point here is you can make a case for whatever system - in the end its all democracy of angry internet folk and therefore definitely no substitute for good moderation.
I'm happy to revert though, but keep in mind in any system there's going to be mass nonparticipation on the no-vote side -> heavy bias towards passing for those that _do_ vote
