Added the command !allspec for admins (anyone with a coloured name)
Thanks to makmoud98 for implementing this command
also uploaded it to the modding api, so if you want to use it on your server, add the line
noScrambleTeams = cameron1010:noScrambleTeams
to your mods.cfg
and it will automatically download and run it
