[2020] Ballista shoot cooldown animation issue

    Description: If you shoot a bolt, get out of the ballista, wait around 5 seconds, sit inside the ballisa and charge another bolt, the cooldown bar is still showing while another bolt is being charged. When you are standing out of the ballista the cooldown continues counting down but when you hop back in the red bar doesn't set to current cooldown progress.
    Steps to reproduce:
    1.     Buy/spawn a ballista.
    2. Hop inside and charge a bolt.
    3. Release and get out of the ballista.
    4. Wait about 5 seconds (enough time for the cooldown timer to reset).
    5. Hop back inside the ballista and charge another shot.
    You should still see the red cooldown bar decreasing while the green charge bar is increasing behind it.
