[B878] Production Continues Until Limit is Reached

Description: When a production line in a factory is able to create its item, it will continue to create that item without entering cooldown until the max amount is reached. This bug will only apply to factories that are required to only make one item such as bakeries. (Also attempted to make a custom scroll that will pump out wood every minute, end result was that once the wood reached a minute, it keeps making it)
Steps to reproduce:
1. Create Bakery.
2. Wait a few seconds.
3. Watch as the bakery creates 3 burgers without entering cooldown.
