you could have just uploaded it as a .png like its meant to be. every other week, last update was 2 weeks and 1 day, the one before that was 2 weeks and 2 days. permanent. till you get him to change it in mod. so it takes about 2 weeks to change. also you will want to remove the background from that or your head will just be a big white block with art in the middle. and semitransparent colors are no good, just in case you were thinking about making the fish bowl semitransparent.
just assuming this is what it is meant to look like without the white background, if its not then you should do the background removal yourself. as the white background will ruin your head and not everyone knows where the fishbowl starts and ends.
How about instead of saying "White background" you tell him there is no transparency, and that you can't get it in MS Paint. Better to call people out and be slightly helpful than just be calling people out.

What he means is that there needs to be transparency in it, or else it'll be a block of white with the fishbowl inside. Sadly, if you used MS Paint, the erase tool doesn't give transparency, only replaces the certain area with the second color. Not exactly sure how to do transparency in anything else since I am currently not one of those create-y type, but there should be something somewhere that can show how to use transparency on some free photoshop-y program.
i already did it in that second one, but if you want to make sure its right you should get something like paint.net, photoshop, or gimp, for gimp and paint.net you just select the area you want to be completely transparent and delete it. paint.net and gimp are completely free from what I've seen but i prefer paint.net myself. billy, you cheeky bastard :P
