No it's not, you just don't understand the statement. He said it's not that hard to get onto higher ground with a building intended for that or otherwise. Otherwise meaning ways to get the higher ground than with other than buildings that are specifically made to give only you the higher ground. This could be things like a small hill, wall jumping off something and so on.
Okay then, how would you "easily" counter this? Are you going to shield? That won't work cause the slash will break the shield and you'll get stomp damage. Are you going to slash? Pretty sure that unless you have amazing reflexes, you aren't going to be able to slash in time and damage him before he slashes and his slash will win because momentum increases your range. Are you going to get out of the way? Same issue with the previous one since the height is so slow you have little time to react, although you might have more of chance. Are you going to jab? Lol no.

The only way to "counter" a slash stomp is to either moving out of the way if they are doing it from a tall height, simply just not being in a position where they can't slash stomp you, having a primed bomb ready to go, or have water bombs so you can stun them.

edit: Also if you want to continue the discussion about Slash Stomping being OP or not, use the balance suggestion of S&I as this is getting off topic.

Eh, I have to chime in and say that it's possible to counter a slash stomp by slashing forward and below the enemy, dodging his fat ass with the added momentum.

You are pretty much ducking under the Slash, and the stomp is negated because of the knock back you get from getting slashed.

The best thing is to either snipe them when they are at the apex of their jump, or to duck around their Slash Arc and hope the hit lands. (It lands more often than not)
Because you only need about 2.5b to Shield Stomp, I think you can get away with a Point-Blank Shield Stomp at that range, too.

Anyways, as seen, the momentum of a player transfers to the particle spray of the Slash. (So at light speeds you can get infinitely long slashes, or infinitely broad ones)
I believe that if you slash with your velocity vector, you may get increased range, but the particle spray is narrower. If it is enough to merit anything, I don't fucking know, but it doesn't stop me from sniping a lot of people.

All in all, I'm not moaning about bullshit collisions, and momentum; it's just the bullshit of ramming with vehicles. Just think stomping, but with any part of the sprite.
